Climate: Solar-Power “Water ATM” Allows Governments to Monitor Water in Drought Areas

A project underway in drought-stricken Pakistan will allow the public to purchase fresh water through ATM-like machines.
These machines are completely solar-powered, and according to Reuters, lets the Pakistani government cut the waste of water and more closely monitor the drinking water distributed.
How long before it comes to this in the American southwest?
